What if one were to impliment something similar to the Ministry of Magic that both magic and non-magic people could speak to about magical crimes or wrong doings?
What about something that’s similar to the magic Galby used when he was speaking the names of names. We could have Murtagh back(after whatever he’s been doing) and form a group (made up of the former Du Vrangr Gata). The teaches them the names of names, but casts a spell on them that would only allow them to remember the name when the situation requires. There’s a ton more that I could add to this but I’m sleepy.
Hmm I'm not so sure about the magic thing you mentioned. It wouldn't necessarily prevent abuse of magic.

Yeah, my idea does mention that to an extent but there has to be a better solution than my idea.

Even if it was impossible, you wouldn’t really have to. Just prevent everyone from using a specific word in magical application, which Galbatorix demonstrated is possible. That’d have the same effect as removing the words.
EDIT: That isn’t to say that it’s necessarily a good idea, just possible. After all, the whole thing with the Ancient Language is interpretation. A master magician can say “heal” & still kill whole companies of men with that word (e.g. Selena).
Your Selena example is actually a bad one. She didn't kill anyone with the word "heal" she just healed the men of their negative feelings and as Jeod said, "while they were grinning at each other like so many sheep she [Selena] cut their throats"
The deaths were facilitated by magic, that’s all that matters, & the point you are avoiding is that any & all words can be similarly twisted with the aims subjugation & death, as Brom outlines. Removing words would not stop anything, at most it would slow things down marginally.
